The physical reason: spectrum is split, not shared equally
Cable internet runs over the same coaxial plant that once carried television. That cable has a fixed frequency range, and the operator divides it into downstream and upstream channels. Historically, upstream got the narrow, noisy low band (roughly 5–42 MHz in North America) while downstream got hundreds of megahertz above it.

When slow upload is a fault rather than a plan limit
Compare the measured ratio against your plan. If you pay for 500/20 and consistently measure 480/3, something is wrong. On cable, upstream is the first thing to degrade when the line has noise ingress or when the segment is oversubscribed in the evening.
